The NAVSUP Fleet Logistics Center Norfolk Philadelphia Office intends to acquire system sustainment support services for the Digital Receivers DDRX for the Relocatable Over the Horizon Radar (ROTHR) system located in Texas, Virginia, and Puerto Rico. The ROTHR system is a high-frequency radar used for wide-area surveillance and counterdrug operations. The U. S. Navy Forces Surveillance Support Center (FSSC) operates and maintains these systems. The Digital Receiver System offers significant technological advantages over traditional analog receivers. BAE Australia initially fielded the digital receivers at the ROTHR Texas location under a previous contract. The government currently has an ongoing sole-source contract with BAE Australia Limited for additional receivers for the Puerto Rico and Virginia ROTHR locations, with final delivery scheduled for September 15, 2027. The current requirement is for repair and engineering support services for the DDRX system at the ROTHR Texas location, and potentially Virginia and Puerto Rico locations. Services will include maintenance, technical support, software support, Risk Management Framework (RMF) support, and asset retrograde repair and return process. BAE's digital receiver technology is proprietary, preventing other companies from performing these services. Memorandums of Understanding (MOUs) between the U. S. and Australian governments restrict the transfer of Australian-origin defense articles and services to third parties, further reinforcing the sole-source nature of this acquisition. The proposed contract action is anticipated to be a C-type contract with both firm-fixed-price (FFP) and cost-plus-fixed-fee (CPFF) contract line items.
