The tender is for air
duct cleaning services at Moody AFB, GA. The contractor must be licensed in Georgia and insured. The work must be performed according to commonly accepted commercial standards and the Performance Work Statement (PWS). Questions regarding licensing, certifications (NADCA, ASCS), OSHA requirements, access, equipment, working hours, and other details are addressed. A 5-year contract is possible, with work potentially grouped by building cluster or urgency. The expected start date is June 2, 2025. Additional documents, such as a copy of the contractor's license, are required. The government will provide electricity and water for the performance of services. The contractor will need to know the working hours for approved schedules, so that government employees and Air Force personnel are not in the area where
duct cleaning is taking place. Invoices are submitted after a passed final inspection, with partial payments possible at the 30-day mark if the work exceeds 30 days. The awardee will be provided with a form to fill in for base access, escorts, and tool equipment entry pass. The form will be reviewed and signed by 2 or 3 CES or the CO, and the awardee will take the form to the main gate visitor center. Security forces will probably require a consent form to be signed and then conduct a background check. A one-year base pass will be issued. Base pass will have to be renewed annually. There is no limit to the number of contractor personnel allowed on base at one time. The timeline and process for obtaining base passes, especially for rotating teams over the life of the BPA, will be handled on a case-by-case basis. There is no tentative schedule or order of buildings to be serviced over the 5 years. Two weeks' advance notice will be provided before each call under the BPA. Photos and inspection reports are required after cleaning. Post-cleaning sanitization or mold treatment is not part of the requirement. Pricing will be evaluated by square footage, number of vents, or per building. Each task order under the BPA is likely to be assigned among awardees. The estimated number of call orders per year is based on unit funding. Work is allowed during the week. Inside work is to be done during the week. Awardee workers will be issued base passes good for 1 year, renewed annually. The government will pay for the base access pass. If the contractor requires employees to wear name or other employee badges, the contractor is responsible. The government will provide electricity and water for the performance of services. The contractor is responsible for providing access doors, coil cleaning products, brushes, lifts, towels, and other accessories.
