Sealed bids are requested for the
renovation of two courthouse offices. A mandatory pre-bid conference will be held on June 18, 2025, at 10:00 AM at the Halifax County Courthouse. Bids must be submitted by Friday, June 27, 2025, by 2:00 PM to the Halifax County Administration Office. Bidders must show evidence of a contractor's license and provide a copy with their bid response. The project must be completed within 45 days of the award. All proposals become the property of the county and will not be returned, except for proprietary or confidential portions if requested. The successful bidder will be required to enter into a formal contract with Halifax County. Evaluation will be based on a total cost basis. Halifax County reserves the right to make an award to other than the lowest bidder when it is in the county's best interest. The county reserves the right to accept or reject any or all proposals. The county is not obligated to purchase or pay services unless and until they are ordered, delivered, or performed. The county reserves the right to cancel the agreement, in part or in whole, without penalty, upon 60 days written notice to the contractor. The contractor shall not assign, sublet or transfer interests in the contract without the written consent of the county. The contractor shall pay sales, consumer, use and similar taxes for the work provided by contractor that are legally enacted when bids are received or negotiations concluded. The successful bidder shall have the following insurance coverage at the time a contract is awarded. The successful bidder must provide certificates of insurance to the county as proof of insurance status at the time of, or prior to, execution of a contract between the county and the vendor. The county must be listed as an additional insured under the contractor's comprehensive general liability policy in an endorsement issued by the insurance company. The contractor must accept full liability for any damage caused by its employees, products, or equipment used in the performance of their duties. Any licensed contractor submitting a proposal shall maintain a workplace that is free of employment discrimination and free of drug use. By submitting their proposals, the contractor certifies that their bids or proposals are made without collusion or fraud and that they have not offered or received any kickbacks or inducements from any other bidder-offeror, supplier, manufacturer, or subcontractor in connection with their bid or proposal, and that they have not conferred on any public employee having official responsibility for this procurement transaction, any payment, loan, subscription, advance, deposit of money, services, or anything of more than nominal value, present or promised unless consideration of substantially equal or greater value was exchanged.
