The City of Antioch is seeking qualified firms to implement a fish screen monitoring study. The deadline for submission of qualifications is March 31st, 2026, at 2:00 p. m. The selection will be based on qualifications and experience, understanding of the scope, organization of proposal, familiarity with standards, and schedule of work. Three bound, one unbound, and one electronic copy of the proposal must be submitted.

All proposals will be evaluated based on the criteria below: qualifications and experience with similar projects 30 points, understanding of the scope and potential challenges 30 points, organization of proposal 5 points, familiarity with applicable standards and procedures 20 points, schedule of work, including labor rates and expected labor hours 15 points.
The submittal is to be prepared in a bound 8 x 11 format limited to approximately 25 pages, including brochures. The consultant is requested to include the following information in the soq: cover letter, location of the office, organization chart, brief information for key staff, a list of proposed subconsultants, summary of the companys relative experience, summary of approach, detailed scope of work, list of contracts/agreements terminated, list any litigation, confirm your firms ability to meet contract insurance requirements, anticipated labor effort, and milestone schedule.
