Progress payments will be made on the basis of hours of work completed and out-of-pocket expenses incurred. Interim billings shall cover a period of not less than a calendar month. Unsuccessful bidders may appeal an award in writing to the County Administrator within five business days of the notice to award. Warranty and technical support are included as part of the services, to be billed monthly in arrears for 12 months for each state site.

If the contractor fails to perform the required services at an acceptable level, the government reserves the right to request reperformance, place no additional orders, and/or terminate the contract.

The contractor must adhere to standards of conduct and integrity. If the contracting officer determines that continued performance by any contractor or subcontractor personnel is contrary to the public interest, the contractor shall remove the employee.
