The City of Lynchburg is seeking a vendor to operate a food and beverage concession stand at the Ed Page entrance of the Blackwater Creek Trail. Proposals are due by July 24, 2026. An optional pre-proposal meeting is scheduled for July 14, 2026. The vendor will be responsible for operating hours, staffing, menu, pricing, and obtaining necessary permits. The contract term is from October 1, 2026, to September 30, 2027, with renewal options. Financial records and a proposed rental fee are required.
Sealed proposals will be publicly accepted prior to 4:00 p. m. , July 24, 2026. proposals received after the stated due date and time shall not be considered
Rent will be billed monthly, quarterly, or annually, with a net 30 days due date. all rent billed will have a net 30 days due date.
Proposals will be evaluated based on demonstrated understanding of services, proposed approach, vendor experience, staff qualifications, products offered, proposal clarity, and pricing for rental. price shall be considered, but need not be the sole determining factor.

Failure to submit proposals by the deadline, making materially false statements on certifications, or failing to notify the city of events that might render certifications untrue can result in disqualification or contract cancellation. vendor further acknowledges that making a materially false statement on this certification or failing to notify the city of lynchburg when such certification may become untrue may result in immediate cancellation of the contract.
