The vendor must comply with all applicable codes and standards, including Navajo Nation Occupational Safety and Health Administration (NNOHSA), National Fire Protection Association (NFPA), and National Electric Code. A written preventative maintenance plan is required, including bimonthly visits, inspections, and checklists for hot and cold seasons. Emergency services must be responded to within 24 hours. All damaged and replaced materials must be disposed of at an approved EPA landfill off the Navajo reservation. Smoking is not permitted on the child care sites. Non-DCCD employees must sign in at the front entrance and have an escort inside the buildings at all times. The vendor is liable for all damage to DCCD property. The vendor must adhere to all applicable federal, state, Navajo Nation, and local regulations, statutes, and laws. Proposals must include licenses, certifications, awards, and degrees. The vendor must sign a Navajo Nation debarment and suspension waiver form. Four copies of the proposal are required, including a separate sealed envelope for the cost proposal. The Navajo Nation reserves the right to reject any or all proposals and to waive informalities and minor irregularities in proposals received. The contents of the proposal of the successful bidder will become contractual obligations if acquisition action ensues. The Navajo Nation reserves the right to incorporate standard contract provisions into any contract negotiations. 100% of the total cost of this RFP will be financed with ACF HHS DCCD grant funds.

The successful bidder will be responsible for providing all equipment, labor, materials, supervision, transportation, and performing high-quality services. The plan must also include a yearly workplan schedule and a bimonthly schedule submitted to the DCCD yearly. The vendor must also respond to all requested emergency services within 24 hours. This new facility will house Industrial Maintenance Labs, Nursing and Health Science Labs, new classrooms and an open office administration suite with a workroom and conference room. Exterior wall construction will consist of loadbearing CMU and structural steel on reinforced concrete stem wall and spread footings. Spray foam insulation with brick and metal wall panel comprise the exterior skin of the building. The roof system will be 2- ply SBS roofing over low- slope tapered polyiso insulation board to internal roof drains on level roof structure. Interior walls will be a combination of CMU bearing walls and metal stud with gypsum board. Flooring will be a combination of VCT, sealed concrete and ceramic tile flooring. Ceilings will be primarily acoustic lay- in tiles accented by gypsum board soffits and bulkheads. Heating and cooling are provided by water source heat pumps supported by boilers and a fluid cooler. Ventilation is provided by a dedicated outside air unit. Domestic hot water is provided by a gas water heater.

Bidders must comply with all management cost of bid award, administrative requirements, and Washington administrative code requirements. Bidders must identify any technical and programmatic assistance provided by outside agencies. The bid must include proof of insurance (commercial general liability, auto liability, property insurance, and workers compensation). The contractor is responsible for all labor, materials, equipment, and clean-up. The successful bidder will be required to prepare and file all forms relating to bonding, insurance, prevailing wages, and other requirements of public works contracts with ESD112 and the state within required timeliness.
