This notice is an amendment to a previous solicitation (****) for
survey services, market research, and studies. There are two proposal submission phases: Phase 1 due June 17, 2025, and Phase 2 due July 1, 2025. The contract requires extensive knowledge and proven expertise in career decision-making, consumer decision-making, and marketing effectiveness theories. The contractor must provide personnel, management, equipment, materials, training, stakeholder coordination, and other items necessary to perform
survey services and market research. Detailed requirements are outlined in the PWS, including specific research areas, sample sizes, and reporting requirements. The contract also includes extensive security requirements, including background investigations, access to DOD networks, and handling of controlled unclassified information (CUI). Mandatory training requirements are also outlined. Additional documents are required, and there are deadlines for clarification and objections. The contractor must report all contractor labor hours, including subcontractor labor hours, via a secure data collection site. Travel is included in the contract and must be in accordance with FAR **** and applicable travel regulations. The primary place of performance is at the contractor's site, but accommodations may be provided at JAMRS headquarters in Alexandria, VA. Organizational conflicts of interest must be avoided, neutralized, or mitigated. The government reserves the right to perform inspections and surveillance to evaluate the contractor's compliance.
