Pima County is soliciting bids for kennel and shelter disinfectant products. Bids are due August 4, 2026, by 11:00 AM MST. Submissions must be made through the Bidnet solicitation portal. A pre-bid conference will be held online on July 20, 2026. Offerors must comply with all solicitation specifications and requirements. Failure to do so may result in bid rejection. Bonds are not required. Offerors are responsible for checking the website for amendments. The contract will be for one year with four one-year renewal options. Deliveries are required within seven business days of order receipt.
Contractor must deliver order within seven 7 business days after receipt of an order request. If the contractor cannot meet the deadline, they must immediately notify the county of an estimated delivery date. Deliveries to the county must occur between 8:00 am and 4:00 pm MST, Monday through Friday, excluding observed county holidays.
Net 30-day payment terms. Payment is effective from the date of a valid invoice document and commences when the receiving county department receives goods or services into the county's payment system or county financial operations receives and verifies the contractor's invoice.
Contractor warrants goods or services to be satisfactory and free from defects. Contractor also warrants that all products and services provided under this contract are non-infringing.
County will tabulate responses that are responsive and responsible to determine which are most advantageous to county considering the specifications stated in the offer agreement and other relevant factors. County will determine the low or lowest bids considering all items listed in the unit price schedule. County may award on the basis of price and other factors, including but not limited to such factors as delivery time, quality, uniformity of product, suitability for the intended task, and bidders ability to supply.
Offerors must be qualified, responsible, and willing to provide kennel shelter disinfectant products. Contractor minimum qualifications include being in the business of various cleaning disinfects and deodorizers for kennels for a minimum of three 3 consecutive years. Contractor must also submit copies of articles of incorporation or equivalent state website registration.
If contractor furnishes items that do not conform to contract requirements, county may reject the items. Contractor must reclaim and remove rejected items, and replace them with conforming items. Should contractor fail to do so, county may purchase in the open market and deduct the difference in price from monies due to contractor. If contractor fails to make prompt delivery, county may purchase the item in the open market and invoke reimbursement. County may cancel any order or refuse delivery upon default by contractor concerning time, cost, or manner of delivery.
The five-day period to file a protest of the award will be measured from the date the notice of recommendation for award is posted on the bidnet portal.
Failure to comply with solicitation requirements, including submittals that do not contain all documents or modify solicitation requirements, may cause the county to reject the bid as non-responsive. Failure to check appropriate response and provide copies of requested documents for contractor minimum qualifications may cause the offer to be rejected and deemed nonresponsive.
