This is a performance work statement (PWS) for compressor preventive maintenance and
repair services at Eielson AFB, AK. The contractor will provide all necessary management, labor, material, parts, equipment, transportation, certifications, and tools. A list of systems requiring maintenance is in Appendix A. The contract includes preventive maintenance inspections (PMI), intervening
repairs (response time not to exceed 8 hours during normal operations), parts reimbursement, trip charges, and replacement or overhaul of air compressor systems. The government will furnish utilities (telephone, electricity, and water). The contractor must have an established business, appropriate Alaska registrar of contractors commercial license, with an office and full-time staff including fully qualified field service technicians (FSTs). The contractor must be fully staffed on the first day of work. Individuals performing work must be experienced, fully qualified, speak and understand English, and be regular employees of the contractor. Subcontractors must be approved by the contracting officer. The contractor shall develop and submit reports summarizing all maintenance performed within 5 business days after inspections are completed. The government will periodically evaluate contractor performance through onsite inspections and customer complaints. The contractor is responsible for initially validating customer complaints. The government reserves the right to utilize its own sources for purchasing new units. Appendixes include estimated workload data, annual schedules, major/minor PM carbon monoxide monitor tasks, and equipment lists.
