The delivery time for item 1 and 2 is 360 calendar days from the Notice to Proceed, and for item 3, it is 540 calendar days from the Notice to Proceed.

The bid notice states that payments will be made no later than thirty (30) calendar days following receipt of the statement for goods received and services completed.

The bid notice specifies that the vehicle manufacturers six (6) year or 100,000 mile, whichever occurs first, zero or lowest deductible warranty shall be offered. If the manufacturer does not offer this, a combination of manufacturer's maximum warranty and dealership warranty for a total of six (6) years or 100,000 miles, whichever occurs first, zero deductible extended warranty shall be provided.

The bid notice states that the city shall award a contract to the responsive, responsible offeror with the lowest total price for each item.

The offeror shall satisfy the license requirement of chapter 437 of the Hawaii Revised Statutes and must provide proof of compliance within three (3) business days of the city's request. Additionally, within three (3) business days of the city's request, the offeror shall provide information on their licensed service and repair facility.

The offeror shall not include samples or descriptive literature unless expressly requested. Any unsolicited samples, descriptive literature, or attachments will not be examined or tested.

The deadline to submit requests for clarifications/substitutions is May 8, 2026.

The closing date for receipt of proposals will be on or about May 15, 2026.

Vendors must be registered with SAM. gov, and their SAM registration must include NAICS code **** will be limited to those vendors whose facility is physically located in the Washington metropolitan area, specifically within 30 miles of the NRC's headquarters building in Rockville, Maryland.

The bid notice does not mention the submission of samples.

The closing date for receipt of proposals will be on or about May 15, 2026. The period of performance for this requirement will be a total of five years.

Consideration will be limited to those vendors whose facility is physically located in the Washington metropolitan area, specifically within 30 miles of the NRC's headquarters building in Rockville, Maryland. All vendors must be registered with the System for Award Management (SAM. gov) database to receive a government contract award and to receive notification of the solicitation through FedConnect. Vendors must also be registered in Representations and Certifications Applications in SAM. Offers are required to be registered in SAM. gov at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements. The North American Industry Classification System (NAICS) code applicable to this procurement **** must be in the vendor's SAM registration.

Offerors have until April 30, 2026, to request to be added to the distribution list for this procurement.
