Proposals are due August 4, 2026, 2:00 PM ET for bus cleaning, fueling, servicing, washing, and related operational support services for the fixed-route transit fleet. A site visit is scheduled for July 14, 2026, at 2:00 PM ET. All submissions and documents will be processed through MITN. The contract will be a firm-fixed-price contract with an initial term of two years, with up to three one-year renewal options. The contractor must provide all labor, supervision, and operational support. Insurance requirements are detailed in the RFP. Evaluation criteria include firm qualifications and experience (30%), technical approach and work plan (30%), project team and key personnel (15%), price proposal (20%), and implementation and transition plan (5%).
Proposals are due Tuesday, August 4, 2026, at 2:00 PM Eastern Daylight Time.
ITP will make payment within thirty 30 days after delivery and final acceptance of the project. The contractor may submit invoices to ITP prior to or upon delivery. Payment will not be made without an invoice.
Award will be made to the proposer whose proposal is determined to provide the best value to ITP after considering technical qualifications, experience, price, and other evaluation factors.
Bidders must be responsive and responsible, possessing adequate financial resources, ability to comply with delivery schedules, satisfactory past performance, necessary technical capability, and be qualified as a manufacturer or regular dealer.
Failure to perform the work in accordance with this contract may result in payment deductions, corrective action, or other remedies available under the contract.
A site visit will be held on Tuesday, July 14, 2026, at 2:00 p. m. et at the Rapid Operation Center, 333 Wealthy St. , SW, Grand Rapids, MI. Attendance is encouraged but not mandatory.
Requests for approved equals, clarification of specifications, and protest of specifications must be received by ITP in writing not less than nine 9 working days before the date of the scheduled bid opening or closing date for receipt of proposals.
Proposals that fail to address the requirements of this solicitation or are incomplete may be determined nonresponsive. Unauthorized communications may result in the proposal being determined nonresponsive.
