Proposals must be submitted to the City Clerk's office, 3rd floor, City Hall, 777 Cypress Avenue, Redding, CA ****, prior to 3:00 PM PT on Thursday, July 3, 2025. Proposals received after this time may not be accepted. Proposals must be submitted as original unbound, four copies, and a USB drive with a PDF copy. Electronic submission is not allowed. One set of the fee proposal must be submitted in a separate, sealed envelope. The deadline for questions is 5:00 PM PT on Friday, June 20, 2025. All inquiries must be in writing and submitted to the email address shown below. Bidders must advise the assigned City of Redding purchasing contact of their intention to submit a bid if they received the solicitation document through means other than surface mail. The transmittal of this information must be in writing, by US mail, or email. The City intends to select a single
consultant team for all aspects of the work. The contract is expected to be awarded in July 2025, with work beginning as soon as possible thereafter and completed by December 2027, with an option to extend. The
consultant must possess technical competency in project management, equipment and expertise to sample PFAS in soil, groundwater, and surface water, knowledge of current state water resources control board (SWRCB) and Central Valley regional water quality control board (RWQCB) regulations and requirements, and the expertise necessary to analyze sampling results and provide conclusions. The
consultant must provide a work plan to sample a representative number of private and domestic wells, a plan for community outreach, a sampling and analysis plan (SAP), and a work plan to evaluate PFAS conditions in Stillwater Creek. All reports must be submitted electronically to the RWQCB by their due dates, and electronic copies of all reports and analytical results must be submitted to the State Water Board GeoTracker database. Analytical data must be uploaded into GeoTracker in three formats: PDF, electronic deliverable file (EDF), and tabular spreadsheet.
