Delivery is required on or before May 31, 2027.

Payment will be made by Electronic Funds Transfer (EFT). Transaction fees may apply.

A standard one (1) year commercial warranty for the equipment, including all parts and labor, is required, beginning upon final acceptance by the government.

The government will award to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are technical capability of the products or services offered to meet the agency's needs and price (lowest price).

The equipment shall be one of the manufacturers current production models. The contractor shall have a local Japanese dealer network that provides maintenance services and repair parts.

The government representative will have the option to attend and witness the operational test prior to delivery.

The solicitation is intended only for sources duly authorized to operate and do business in Japan. Prime contractors outside of Japan must submit documentation that unambiguously demonstrates compliance.

The production completion date is September 1, 2026.

Offerors must certify that they currently hold an active U. S. Navy MSRA/ABR agreement in the Japan region. Offerors who do not possess a current NAVSUP FLCY MSRA/ABR agreement shall submit a copy of their approved and active U. S. Navy MSRA/ABR agreement as a prime contractor as part of the proposal package. This solicitation is intended only for sources duly authorized to operate and do business in Japan.

Contractors outside Japan must submit documentation that unambiguously demonstrates the offeror's compliance with DFARS **** located outside Japan that do not unambiguously demonstrate compliance with DFARS **** will not be eligible to receive an award. Any offeror who does not possess an active MSRA or ABR in the Japan region, or does not agree to execute a master agreement MSRA ABR in the Japan region before award of a job order, will not be eligible to receive an award.
