The final submission deadline has been extended to July 16, 2026.

Invoicing procedures require electronic submission through the Procurement Integrated Enterprise Environment (PIEE) system. A government purchase card is not allowed.

Quotations will be evaluated based on technical capability, past performance, and price, with the most advantageous quote selected.

Offerors must be registered and have an active profile in the System for Award Management (SAM) at the time of quotation submission.

Failure to meet all solicitation requirements, including terms and conditions, representations, and certifications, may result in a quotation being ineligible for award.

Payment will be made upon receipt, inspection, and acceptance of items. The government will make payment in accordance with the prompt payment act 31 **** and prompt payment regulations at 5 CFR part ****.

Each system must include first year warranty, technical support, software support, and advanced exchange maintenance or equivalent replacement support.

Failure to complete mandatory annual privacy training and sign the privacy training annually within the required timeframe is grounds for suspension or termination of all physical or electronic access privileges and removal from work on the contract.

The contractor shall deliver and install all required components within thirty 30 calendar days of award unless otherwise directed by the contracting officer.

Payment will be made upon delivery, completion, and VA acceptance. The government will make payment in accordance with the prompt payment act 31 ****.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

Quotations will be evaluated based on technical, delivery, and price. Technical and delivery, when combined, are more important than price. Price will become increasingly important as technical differences between quotations narrow.

The VA is seeking a qualified contractor. The system shall meet minimum characteristics including real-time, vacuum-assisted tissue acquisition and imaging, and a tissue chamber capable of holding at least twelve samples.

The contractor agrees to comply with 31 **** relating to limitations on the use of appropriated funds to influence certain federal contracts. Failure to comply may result in contract cancellation, termination, or suspension.

Delivery is required within 60 days of contract award.

Payment will be made by EFT. Invoices shall be submitted in arrears. The government will make payment in accordance with the prompt payment act.
