This procurement is for 55 screws, cap, socket head, with 100% set-aside for small businesses. The government will award the contract to the responsible offeror whose quotation results in the best value, considering price and non-price factors (delivery lead time, past performance). All contractual documents are considered issued when copies are deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods. The government's acceptance of the contractor's proposal constitutes a bilateral agreement to issue contractual documents. The supplier must meet material, physical, and mechanical requirements as specified in drawing ****, item 75. The supplier must notify the Naval Surface Warfare Center, Philadelphia Division (NSWCPd) after award of contract. The supplier must have an effective material control system and maintain objective
quality evidence data (OQEDs) of raw material and finished parts. The supplier's
quality inspection system must be in accordance with **** or ISO **** and NCSL **** or ISO 10012. The material supplied must be mercury-free. The supplier must submit a written
quality inspection and test plan for government approval. The production lot testing inspection report must be approved by NSWCPd prior to shipment. Final inspection and acceptance of production lots will be made by the cognizant DCMA QAR in conjunction with specific government inspection instructions.
