Deliverables have specified due dates, frequencies, and formats, including prototype units within **** days after physical delivery, user/operator manuals with unit delivery, and maintenance/service manuals with unit delivery.

The ISO closing date is February 5, 2027, 11:59 pm ET. There are two intake groups with earlier deadlines for solution videos and full proposals.

Performers will be required to submit invoices for payment through the Payment Management Services (PMS) portal. Invoices must include a justification for the TIGAR program and accepted milestones.

Full proposals will be evaluated based on overall scientific and technical merit, proposer capabilities and experience, contribution to the ARPA-H mission and user experience, and assessment of proposed cost/price.

Eligible proposers include universities, nonprofit organizations, small businesses, and other commercial entities. Federally Funded Research and Development Centers (FFRDCs) and government entities are generally not eligible as prime or sub-performers. Proposers must be registered in SAM. gov.

Nonconforming submissions, concepts out of scope, failure to disclose organizational conflicts of interest (OCI), or failure to provide required research security disclosures may lead to rejection or withdrawal from award consideration.

The total ARPA-H funding requested must not exceed $2 million USD over the 18-month period of performance.

Delivery of the software shall be completed electronically upon contract award.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). The contractor must use the IPP website to register, access, and use IPP for submitting requests for payment. The vendor must submit an invoice for payment no later than 30 calendar days after the end of the month of performance of services/delivery.

The government will make award to the lowest priced technically acceptable (LPTA) offeror that provides all required documentation.

The offeror must ensure that your firm is currently registered in SAM at www. ***. *. * at the time of quote submission and at the time of award.

The government reserves the right to reject quotes that are not submitted in accordance with these instructions. The government reserves the right to reject late quotes.

The estimated delivery date is September 1, 2026.

Payment will be made by the code specified in block 18a. Invoices should be submitted to the address shown in block 18a unless otherwise specified.

A standard 12-month warranty against defects in material and workmanship is required.

Award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The government will award a delivery order on the basis of price after determining that the quote is acceptable under factor i (technical specifications).

The acquisition is a 100% small business set-aside. Offerors must be responsible and their offers must conform to the solicitation.

Quotes that do not comply with detailed instructions for format and content may be considered unacceptable and may render the quote ineligible for award.

Offerors must be registered with the DOD Joint Certification Program (JCP) and have an active CAGE code. They must also provide a certified DD Form **** and CMMC unique identifiers. The government poc will verify JCP certification and CMMC status in SPRS before authorizing the release of documents.
