The Drug Enforcement Administration (DEA) is seeking proposals for
medical surveillance exams and evaluations for its applicants and employees. The contract is a hybrid firm fixed price, time and material, labor hour indefinite delivery/indefinite quantity (IDIQ) contract. The RFP details the required
medical examinations, including pre-placement, periodic, and ad hoc exams, as well as psychiatric and psychological assessments. The contractor must provide facilities, staff, materials, and equipment to administer the exams within 50 miles of a DEA office, or within 21 calendar days for locations further away. The contractor must also provide a secure database to track exam status and
medical clearance determinations, and maintain and store electronic copies of applicant/incumbent examination/
medical records. The government will pay the fixed unit rate for supplies and services that are in effect on the effective date of the delivery/task order, even if the delivery/task order is later modified. The offeror shall propose a single rate per contract line item number (CLIN). The offeror shall include and provide a breakdown of all costs associated with contract performance. The offeror must submit a quality control plan and a decision table that identifies different kinds of unsatisfactory performance, probable cause factors, and recommendations to mitigate reoccurrence. A formal monthly report to the COR is required. All information or data developed as a result of this contract is for the exclusive use of DEA. All reports, work papers, internal memoranda, notes, or any other documents produced by the contractor become the property of DEA and may not be reproduced or duplicated by the contractor.
