This is a combined synopsis/solicitation for commercial items for Foreign Military Sales (FMS) to Albania. The contract will be Firm Fixed Price (FFP). The procurement includes vector binoculars, thermal monocular sights, and binocular video recorders. Award will be made to the lowest price technically acceptable (LPTA) offer. Offerors must submit a technical proposal demonstrating compliance with salient characteristics and OEM specification sheets. CMMC Level 2 certification is required. No partial shipments are allowed. DCMA requires 15 days notification prior to shipment pickup.
The solicitation document is effective through Federal Acquisition Circular FAC ****, effective January 2, 2017. The opening date for this solicitation is June 1, 2026.
The contractor shall provide a no-cost warranty covering workmanship and materials for all items furnished. The warranty shall be for a minimum of one year, starting from the date of hardware acceptance by the U. S. government. The contractor shall meet or exceed a 60-day turnaround time for repairs.
Award will be made to the lowest price technically acceptable (LPTA) offer. Proposals must meet or exceed the characteristics listed in paragraph 3. 1 of the Statement of Work (SOW).
Offerors must submit a technical proposal that is sufficiently detailed to prove that the commercial product offered meets all salient characteristics. Offerors must also include adequate sales history for the products offered. CMMC Level 2 self or higher certification is required.
Failure to comply with packaging requirements may result in refusal, destruction, or treatment of materials at the point of entry. The government reserves the right to recoup from the contractor any remediation costs incurred by the government.
Offerors who have not submitted the required documents (CMMC Level 2 certification, specification sheets) will be considered non-responsive and shall not be considered. The government may, but is not obligated to, consider the offer of any offeror that is non-compliant with any provision of the FAR and its supplements.
