Delivery must be made to the Inland Fisheries Jasper District Office, 900 CR 218, Brookeland, TX 75931. The vendor must be an actively licensed marine dealer, manufacturer, or manufacturer's authorized distributor. Documentation of authorization is required for distributors. The boat, motor, and trailer package must be delivered as a fully assembled single unit. The State reserves the right to award the contract based on low line-item bid, low total of line items, or any other combination that will serve the best interest of the state and to reject any and all bid items in the sole discretion of the state. Respondents must certify that neither they, nor their holding companies or subsidiaries, are listed in certain sections of the 2019 and 2021 National Defense Authorization Acts or owned by the government of a country on the U. S. Department of Commerce's foreign adversaries list. The vendor must comply with all conditions of the bid. The bid must be accompanied by a completed IFB form, brand name/model, descriptive literature, delivery time, and other required documents. The response period is 60 business days from the bid due date. TPWD may conduct reference checks and other investigations to evaluate responses. The award will be based on best value criteria, including lowest price, boat design and safety, ability, qualifications, experience, delivery schedule, and past performance. The contractor must comply with all applicable laws and regulations, including those related to public servants, and must provide accessibility documentation if required. The contractor must retain all work and other supporting documents for seven years after the date of submission of the final invoices or until a resolution of all billing questions, whichever is later.
