Delivery is expected on or before December 1, 2026.

Payment will be made by electronic funds transfer via Wide Area Workflow (WAWF) system.

The government may issue a purchase order to the lowest priced technically acceptable quoter that is either the OEM or its authorized distributor.

Only OEM or authorized distributors with a letter from Leistritz Advanced Technologies will be evaluated.

Quotes submitted with the vendor's standard commercial terms and conditions may be considered a material defect and rejected as nonresponsive.

Responses are due by 12:00 PM EDT on 8/07/2026. there will be no exceptions to the time and date on which responses are due, unless determined otherwise by the government.

Payment terms are Net 30. the government intends to award a low priced, technically acceptable, single firm fixed price purchase order on an all basis with payment terms of net 30.

Offers will be evaluated based on price and specifications. the government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Offerors must have an active registration in the System for Award Management (SAM). offeror shall have an active registration in the system for award management sam found at https:sam. gov content home in order to provide a quote and be eligible for award.

The period of performance for delivery is from 03 Aug 2026 to 11 Aug 2026.

Payment will be made by the code specified in block 18b. Invoices are to be submitted to the address shown in block 18a unless otherwise checked. Wide Area Workflow (WAWF) is used for electronic processing of vendor payment requests and receiving reports.

The government may issue a purchase order to Siemens Corporation as the sole source vendor after submission of a technically acceptable quote at a fair and reasonable price. Quotes will be evaluated on technical acceptability and price reasonableness.

The contractor must provide a Siemens qualified field service representative. For critical safety items, only OEM authorized technical field service providers or MSC qualified non-OEM technical field service providers and OEM authorized or MSC qualified non-OEM parts shall be used. A signed letter of qualification from the OEM and certificate of training for the field service representative are required prior to starting work.

Ship and base access is required for pre-award ship visits. Offerors must complete a Department of the Navy Local Population ID Card/Base Access Pass Registration Form (SECNAV 5512/1). A list of visiting personnel must be emailed at least four days prior to the scheduled site visit.
