Bid for police uniforms and equipment for the Township of Manchester. Bids will be received until August 19, 2026, at 11:00 AM. The contract term is two years, from October 15, 2022, through October 14, 2024. Bidders must be located within a 30-mile radius of Manchester Township Police Department. Deliveries are to be made within 45 days of order. The award will be to the lowest responsible bidder. Samples of equivalent items must be provided by the three lowest bidders within 5 days of bid opening.
Deliveries of in-stock items are to be made within forty-five (45) days of placement of order. All equipment and non-customized items listed in Section I are to be delivered within forty-five (45) days after receipt of order (A. R. O. ). Customized items in Section I also have a 45-day delivery requirement after receipt of order.
Payment will be made by voucher. The contract is open-ended with funds being encumbered at the time an order is placed. No minimum or maximum quantities are implied or guaranteed. All shipping and delivery charges must be included in the unit price.
There shall be no additional charges for alterations for a period of sixty (60) days after receipt of order (A. R. O. ).
The bid shall be awarded per section to the lowest responsible bidder. Section I and II will be awarded based on total combined unit prices. Section III will be awarded to the lowest responsible responsive bidder based on total combined unit prices. Section IV will be awarded based on the percentage discount off of all catalog items not included in the bid.
Vendors location shall be within a thirty (30) mile radius of the Manchester Township Police Department location. Bidders must comply with N. J. S. A. 10:5-31 et seq. , and N. J. A. C. 17:27 et seq. A business registration certificate is required.
Should the contractor fail to deliver the uniform/equipment as required, the Township of Manchester may, after giving twenty-four hours notice to the contractor, purchase in the open market uniform/equipment still due on the order/contract. If such a purchase involves a cost greater than what had been incurred by fulfillment of the contract, the excess cost shall be charged to the contractor.
If a vendor is submitting an equivalent item as listed in Section I, II, or III, a sample of the equivalent item must be provided by the 3 three lowest bidders within 5 days of bid opening. All samples will be returned to the vendor.
Failure to submit a bid package to the eprocurement site by the bid opening date and time will result in the bid not being accepted. Failure to submit documentation required for equivalence claims may result in rejection of the claim.
