Bidders must register with the Department of Industrial Relations (DIR) and the county's e-procurement system (e-pro) before the proposal opening date. Proposals must be submitted on forms obtained directly from the San Bernardino County Department of Public Works or from the e-pro system. Bids must be accompanied by a security deposit (cash, cashier's check, certified check, or bidder's bond) equal to at least 10% of the bid amount. The successful bidder must execute the contract within 10 days of receiving it and provide required bonds, insurance policies, and self-insurance verification within the same timeframe. The project requires a Class A or C12 contractor's license. A non-mandatory pre-bid meeting is scheduled for June 25, 2025, via video conference. Bidders must submit all questions in writing by June 27, 2025. The work consists of pavement rehabilitation, ADA ramp replacement, and other related work. The contractor must comply with all applicable California laws and regulations. The project is subject to prevailing wage requirements, and contractors and subcontractors must be registered with the DIR. The contractor must comply with the California Air Resources Board (CARB) regulations regarding in-use off-road diesel-fueled fleets. The successful bidder will be required to furnish a labor and materials bond and a faithful performance bond, each in a penal sum equal to one hundred percent of the contract price. The county may grant bid relief under Public Contract Code **** et seq. The county may hold a single pre-bid meeting for more than one contract. The proposal, including the bid item list, is available on the e-pro system. Supplemental project information may be available upon request. The subcontractor list form must show the business name, location, California contractor license number, DIR public works contractor registration number, and the portion of work to be performed by each subcontractor. The county is not responsible for any delays caused by mail service to a different county location. Bids must be received by the designated date and time. Late or incomplete bids will be considered non-responsive. A complete bid includes all bid documents, the bid proposal, bidder's security in a separate sealed envelope, and any other required documents. The bid opening will be public. Proposals shall be rejected if they have been transferred to another bidder, or if they show any alteration of form, additions not called for or if they are conditional or incomplete bids. Proposals may be rejected if there are erasures or irregularities of any kind. Bidders that fail to include an executed non-collusion declaration shall be considered non-responsive. The contract award, if made, will be made within 60 days after the opening of the proposals. This period will be subject to extension for such further period as may be agreed upon in writing between the department and the bidder concerned. Any bidder submitting a bid may file a protest of the county's proposed award of the contract. The contract, along with the performance and payment bonds, copies of insurance policies, certificates of insurance, documents to verify any self-insurance coverage, and any other requested documents, shall be filled out appropriately and signed by the successful bidder and returned within 10 days excluding Saturday, Sunday and holidays after receiving those documents for execution. The successful bidder may file with the county a written notice, signed by the bidder or the bidder's authorized representative, specifying that the bidder will refuse to execute the contract if it is presented. The filing of this notice shall have the same force and effect as the failure of the bidder to execute the contract and furnish acceptable bonds within the time hereinbefore prescribed.
