Request for proposals for safe, reliable, and timely student transportation services using vans or approved vehicles. Proposals are due by June 30, 2026, at 3:00 PM local time. A mandatory pre-bid meeting is not established. Questions must be submitted in writing by June 16, 2026. The contract period is one year, with potential for three one-year renewals. The evaluation criteria include cost, experience, vehicle quality, safety, and references. Bid bond and performance bond requirements are waived.
Proposals are due by Tuesday, June 30, 2026, at 3:00 PM local time.
The state will pay monthly, within thirty (30) days of receipt of the vendor's billing, for legitimately earned amounts supported by payroll data and an itemized accounting of reimbursable direct non-salary costs. Final settlement will be made within thirty (30) days from the date of final written state acceptance of the work and services.
The contract will be awarded to the most responsible and responsive vendor based on evaluation criteria including cost (50 points), experience and qualifications (10 points), vehicle quality and availability (10 points), safety record (10 points), ability to meet service requirements (10 points), references (5 points), and responsiveness to proposal requirements (5 points).
Vendors must be qualified to contract with the state and demonstrate financial, physical, personnel, or other resources, a record of performance and integrity, and supply all necessary information concerning their responsibility.
In the event the vendor does not fulfill its obligations, the ordering agency may terminate individual orders and purchase equivalent products on the open market. The difference in cost will be the responsibility of the vendor.
A mandatory pre-bid meeting has not been established for this request for proposal.
Samples or brochures may be required by the agency for evaluation purposes.
Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, no later than ten (10) calendar days prior to the time set for opening of the proposals.
Causes for disqualification include submitting more than one proposal for the same contract, evidence of collusion, unsatisfactory performance record, suspension or debarment, unbalanced unit prices, unauthorized additions or irregularities, and non-attendance of mandatory pre-bid meetings.
