Proposals are due no later than 10:00 AM Eastern Time on June 26, 2025. Offerors must allow for government acceptance of proposals for 60 calendar days from the date proposals are due. Payment and performance bonds are required. A site visit is scheduled for June 12, 2025. All questions regarding this request for proposal must be submitted via projnet (www. ***. *. *). The cost range is between $1,000,000 and $5,000,000. The target ceiling for task order award is $1,100,000. Additional documents required include: price breakout schedule, labor category table, and native CAD files. The contractor shall be required to commence work within 10 calendar days after the date the contractor receives the notice to proceed, prosecute the work diligently, and complete the entire work ready for use not later than 276 calendar days after notice to proceed is issued. The time stated for completion shall include final cleanup of the premises. The government will provide one set of contract drawings and specifications in electronic or paper media. The contractor shall perform work equivalent to at least 20 percent of the total amount of work to be performed under the contract. A warranty of construction for a period of 1 year from the date of final acceptance of the work is required. The contractor must pay all covered workers at least **** per hour or the applicable wage rate listed on this wage determination, if it is higher for all hours spent performing on the contract in 2025. The applicable executive order minimum wage rate will be adjusted annually. The contractor shall provide 6 complete copies of the equipment operating, maintenance, and repair manuals in PDF format. Operations and maintenance manuals shall be accepted/approved before field training or 90 calendar days before substantial completion, whichever occurs earlier. The government will furnish the contractor a compact disk containing all technical contract documents in electronic media only. This disk will include a complete set of drawing files and technical specification files which have all amendments included. The disk will contain drawing files in PDF format along with technical specifications in PDF format. Native CAD files are also provided. The contractor is required to prepare and provide final asbuilt drawings utilizing the native files provided by the government. The contractor shall revise two sets of paper drawings by redline process to show the asbuilt conditions during the prosecution of the project. These asbuilt marked drawings shall be kept current on a weekly basis and available on the jobsite at all times. The working asbuilt drawings shall show the actual location, kinds and sizes of all subsurface utility lines, changes within the building structure, correct alignments, grade elevations, typical cross section, earthwork, structures, or utilities if any changes were made from contract plans, additional asbuilt information that exceeds the detail shown on the contract drawings, the invert elevations and grades of any drainage structures or ditches installed or affected as part of the project construction, changes or modifications which result from the final inspection, contour map of the final borrow pit or spoil area with spot elevations as necessary, where contract drawings present options, only the option selected for construction shall be shown on the final asbuilt drawings, systems designed or enhanced by the contractor, such as HVAC controls, fire alarms, fire sprinklers, fire protection, fire detection and irrigation systems and other related systems are included in this project, the asbuilt drawings will include detailed information for all aspects of the systems including wiring, piping, and equipment drawings, typically, room numbers shown on the contract drawings are selected for design convenience and do not represent the actual numbers intended for use by the end user.
