This is a no-cost agreement for professional services to manage the U. S. Army Trademark Licensing Program (ATLP). Services include identifying and negotiating with prospective licensees, managing existing and new licensing agreements, and brand management. The contractor will be responsible for collecting royalties and submitting reports. The performance period for CLIN **** phase-in is shifted to November 1, 2026. The response date has been extended. The question period deadline is April 14, 2026, at 2:00 PM.
The delivery and performance period for CLIN **** phase-in is shifted from August 1, 2026 through August 31, 2026, to November 1, 2026.
The contractor shall provide the army with the revenue received by the contractor resulting from the licensed use of the indicia less contractors commission and approved expenses. Payments to the U. S. Army will be based on periodic revenue received by the contractor resulting from licensed use of indicia including, without limitation, royalties, minimum guarantee payments and licensing fees from licensees during the term. The payment amounts due to the army by the contractor will be the calculated as the cumulative gross royalty income minus the contractors commission and any preapproved expenses authorized by the army.
The Project Manager must have a minimum of five years of relevant experience managing trademark licensing-related support services of a similar nature, scope, and complexity, including demonstrated knowledge of Army marketing programs.
The contractor shall request the licensee to send directly to the ATLP PM a sample of the merchandise, or depending upon the nature of the goods, photographs, samples or swatches for approval.
The contractor shall not employ any employee of the U. S. government or the Department of War (formerly Department of Defense) if such employment would create a conflict of interest, unless prior written approval is obtained from the contracting officer.
