This is a combined synopsis/solicitation for commercial items for abatement services at the Little Pend Oreille National Wildlife Refuge. Quotes are requested, and a separate written solicitation will not be issued. Performance is required by July 31, 2025. This is a total small business set-aside requirement. All responsible sources may submit a quote. Award will be made as a firm fixed-price contract to the lowest price technically acceptable. Bidders must submit a cover letter, a list of related equipment, and documentation of technical acceptability with their quote. Solicitation questions are due June 10, 2025, at **** Eastern time. Quotes are due June 17, 2025, at **** Eastern time. Respondents must be registered as an active vendor at SAM (System for Award Management) by the time an award decision is necessary. The project involves
asbestos abatement and cleanup of approximately 192 square feet of mud texture on a cement wall with chrysotile
asbestos in a bathroom, cleaning ventilation ducts, mopping/wet wiping surfaces, and vacuuming carpeted surfaces. A clearance sampling is required after abatement and cleanup. The contractor must coordinate work with the refuge. The building is unoccupied and has power and water. Additional documents, such as a preconstruction safety checklist, are required. Progress meetings will be held. The contractor must submit copies of all waste manifests. The government requires a 100% warranty for a period of one full year after final acceptance. The contractor must use the ipp website to register, access, and use ipp for submitting requests for payment. Past performance evaluations will be conducted using CPARS. The contractor must provide the contracting officer with the name, position title, phone number, and email address for each person designated to have access to their firm's past performance evaluations no later than 30 days after award. The contractor must comply with various FAR clauses, including those related to small business set-asides, buy American, and equal opportunity.
