Proposers must be qualified consultants with experience in researching and writing strategic plans for government agencies of similar size and scope. Qualifications to provide consulting services to the city including, but not limited to, certifications, licenses, professional association memberships, training, knowledge of industry standards, and expertise with the fire service in california and the united states.

Input from the city's firefighters will require three separate site visits to capture the city's three separate work shifts. Input from the city's firefighters who work shift assignments will require three 3 separate site visits to capture the city's three 3 separate work shifts.

Any proposer who wishes to file a complaint about the RFP process, selection process, or method of award may do so in writing within five days prior to awarding the contract. Protest letters must be submitted to the city within fivedays prior to awarding the contract.

Proposal submission deadline is Thursday, July 23, 2026, prior to 3:30 PM.

Payment shall be made in accordance with the local government prompt payment act, section **** et. seq. , Florida Statutes, and the Highlands County prompt payment policy.

Award will be made to the proposer whose proposal is determined to be the most advantageous to the county, taking into consideration those proposals in compliance with the requirements as set forth in this rfp.

Firms must be licensed in Florida, in business for a minimum of three years, and have five years minimum experience with government and/or nonprofit entities providing visioning and strategic planning.

Failure to satisfactorily complete the work as scheduled may result in written notice to the contractor terminating its right to proceed.

Prohibited submission by parties in active litigation with Highlands County or who have received notice of breach of contract, which has not been resolved.
