The construction phase must be completed within 365 days from the government's Notice to Proceed (NTP) acceptance.

Payment will be made by the Department of Veterans Affairs, Financial Services Center.

The contract includes a warranty of construction/guarantee period for services.

Contractors must be a state of Florida certified/licensed general contractor and registered in SAM. gov and SBA. gov. This requirement is set aside for SDVOSBs.

A mandatory site visit is scheduled for May 15, 2026, at 12:00 PM EST at Building ****, Lake Baldwin Campus. No other site visits will be allowed.

Protests must be filed electronically or by mail to the Executive Director, Office of Acquisition and Logistics, Risk Management and Compliance Service, Department of Veterans Affairs.

Failure to furnish a bid guarantee in the proper form and amount by the bid opening date may result in rejection of the bid.

The magnitude of construction is between $1,000,000 and $4,000,000.

The base period of performance for scopes 1-5 is 330 calendar days from the Notice to Proceed (NTP). Alternate 1 has a POP of 662 days, Alternate 2 has a POP of 503 days, and Alternate 3 has a POP of 152 days. The total contract duration will be three hundred thirty 330 consecutive calendar days from issuance of the notice to proceed.

Progress payments will be made based on submitted applications, contingent on the completion of requirements such as updated as-built drawings, waste manifests, certified payrolls, current project schedule, and correction of punchlist items. Progress payment applications will be submitted to the VA on regularly scheduled intervals and must be reviewed and returned with approval signature from the COR prior to submission for payment.

The award will be made on a best-value tradeoff basis, considering project schedule, project team and experience, past performance, and cost/price. The basis for award is the best value tradeoff where all nonprice evaluation factors, when factors 1, 2, and 3 are combined are approximately equal to factor 4 costprice.

Offerors must be registered in SAM. gov and verified as Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The prime contractor must comply with subcontracting limitations. A site visit is mandatory. Potential offerors are strongly urged and expected to inspect the site where the services will be performed and to satisfy themselves regarding all general and local conditions that may affect the cost and execution of the work.

Failure to submit a complete offer per instructions, failure to provide a bid guarantee, or misrepresenting the firm's status as a small business can lead to disqualification. Failure to furnish a complete offer per the instructions of this solicitation by the required time and date may result in the offerors proposal being determined ineligible.

The estimated magnitude of construction is between $5,000,**** and $10,000,****. The estimated magnitude for this project is in the between 5, 000, 000 and 10, 000, 000 range.

A mandatory pre-bid conference will be held on Tuesday June 23, 2026, at 9:00 am in the conference room at the City of Burlington City Hall Building.

Failure to attend this mandatory meeting will disqualify any contractors from bidding this project.
