Responses are due by 12:00 PM on Thursday, August 6, 2026.

The selected firm will be expected to provide warranty documentation and post-construction support as required.

Awards will be recommended to the respondent with the highest number of points, based on experience (25 points), project approach (35 points), and project cost (40 points).

To be considered responsible, the submitting firm must have at least three years of experience providing the services, be licensed to do business in Georgia, and be financially and legally responsible.

Failure to comply with the requirements contained herein may result in the submission being deemed non-responsive or non-responsible.

Proposals must be received by registered mail or hand delivered and registered at the reception desk by 4:00 p. m. on August 11th, 2026.

A ten percent (10%) escrow deposit shall be made within five (5) days following approval of designation by the Common Council. In the event the redeveloper exercises its option to acquire the property pursuant to a contract of sale negotiated between the redeveloper and the City, the deposit shall be credited toward the purchase price.

The City will enter into an agreement with the applicant whose proposal most effectively satisfies the selection criteria: Quality of the plan, Project readiness, Inclusion, Experience qualifications, Neighborhood economic development, and Financial considerations.

Prospective purchasers must not owe the City of Buffalo any debt or have violation on any property in the City. Developers must demonstrate expertise, development credentials, financial capacity, and experience necessary to successfully redevelop the property.

In the event the redeveloper fails to proceed with redevelopment of the property within the timeframe specified in the contract, the redeveloper shall forfeit all monies paid, and the City shall retain such monies.

Questions and inquiries will be accepted from all interested parties until July 31st, 2026, at 12:00 p. m. noon.

Individuals and/or corporations having outstanding taxes, water bills, parking tickets, user fee and/or demolition liens or any other liens or obligations owed to the City of Buffalo, or code violations existing on any property owned by them, are not eligible for purchase.

Proposals must be submitted electronically by August 5, 2026, by 5:00 PM MT. Submitting **** hours prior to the deadline is highly encouraged.

Proposals will be evaluated based on Scope Level of Expertise Plan (25%), Value Added Plan (10%), Cost Proposal (30%), and Interview (35%). A small/local business preference will also be applied.

Proposers must be qualified consulting partners capable of supporting the development of the economic and business development strategy. Key personnel lead will be interviewed.

The City reserves the right to disqualify proposers for noncompliance with expectations. Damages for breach of contract may include actual and consequential damages.

Protests must be submitted within three calendar days of learning of the facts giving rise to the protest.

Proposers may be disqualified for noncompliance with expectations, failure to follow proposal instructions, or collusion.

The target budget to deliver the entire scope is $125,****.

Qualifications are due August 4, 2026, by 2 PM MST. Services shall be completed on or before December 1, 2026.

The evaluation criteria are: 1. Qualifications (30 points), 2. Approach to Scope of Work (40 points), 3. Value/Cost of Efforts (30 points). The highest-ranked offeror will enter into negotiations.

Offerors must demonstrate experience in multimodal transportation planning, developing conceptual design and cost estimates, and urban redevelopment or corridor planning. Qualifications must be submitted in a single Microsoft Word or PDF file under 20MB and not exceed 20 pages.

If the city terminates the contract due to the contractor's breach, the contractor shall be liable for actual and consequential damages to the city.

Protests must be submitted in writing to the City Manager within ten (10) calendar days after the aggrieved person knows or should have known of the facts giving rise thereto. A protest with respect to a request for qualifications shall be submitted in writing prior to the closing date of qualifications.

Qualifications may be considered nonresponsive if not submitted to the correct email address, if the RFQ number and project name are not in the subject line, if they exceed the page or file size limits, or if they deviate from the required response format.
