This is a justification for other than full and open competition to issue a firm fixed-price, bilateral modification to contract order W912RI26CA005. The modification is to extend commercial catered meal services for 50 days, providing an estimated 370,150 meals (breakfast, lunch, dinner, and midnight). This extension is necessary to ensure continuity of service. The original requirement was awarded competitively, but the primary awardee failed to provide satisfactory service. A second award was made to a contractor who has established a proven record of successful performance and can provide seamless, immediate continuation of service. Awarding this extension to any other source would result in unacceptable delays and disrupt a critical service, as a new contractor would require significant ramp-up time. Market research did not identify any other contractor capable of providing the required continuity of service for this short-term extension without causing unacceptable mission delays and duplication of costs. The DC National Guard is preparing for a full and open competitive acquisition for the long-term, follow-on requirement. The current services are being provided under the expiring contract **** with a period of performance of February 1, 2026, through March 31, 2026. Technical data, a performance work statement, and performance metrics have been prepared and are in the review and approval phases.

This award is a supplemental effort to an existing contract for technical representation services for food preparation and serving equipment, made in accordance with Federal Acquisition Regulation (FAR) ****(h), which pertains to multiple awards.
