Firms must have a licensed professional electrical engineer with 10 years of experience as project manager, an MV systems engineer with 8 years of experience, a licensed civil/geotechnical engineer, and a survey technician. The firm must be registered with CIMEQH and demonstrate proficiency in English, relevant experience with Honduran codes, utility coordination, and project management.

Firms shall not have a financial interest in any U. S. or local construction firms that may be recommended in the study.

Quotations are due by Wednesday, July 9, 2026, at 10:00 AM local time. No quotations will be accepted after this time.

U. S. firms are eligible to be paid in U. S. dollars. Foreign firms shall submit prices and receive payment in local currency. Value Added Tax (VAT) is not applicable due to the U. S. Embassy's tax exemption.

The government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

Offerors shall be registered in the SAM system for award management database prior to submittal of their offer/quotation. Failure to be registered at the time of quotation submission may deem the offeror's quotation to be considered non-responsible.

A mandatory pre-proposal and site visit is scheduled for Wednesday, July 1, 2026, at 08:00 AM local time. Prospective offerors should send full names and ID numbers of up to two representatives for access.
