Sealed proposals will be received by the City of Rochester Hills Purchasing Division until exactly 3:00 p. m. local time, Tuesday, August 18, 2026.

The awarded contractor shall be required to submit authentic, accurate and itemized invoice for all work completed within 30 days after the city accepts the completed work. Advanced payments will not be authorized.

The contractor shall provide the city the contractor's standard 1-year warranty on the complete installation beginning from the date of acceptance by the city. Manufacturer's warranty shall be provided for newly installed materials and equipment beginning the date of acceptance by the city.

The firm selected for the award will be chosen on the basis of the apparent greatest benefit to the city, including but not limited to: qualifications and experience, comparable projects, capacity, work plan, and cost proposal.

Proposer is required to provide financial statements, if requested by the city. Provide a history of your firm, list corporate officers, general experience and capabilities. Provide description of current and the last five 5 completed projects your firm has performed that are similar in scope to this project, including costs.

If the awarded contractor should neglect to perform the work properly or fail to perform any provision of this contract, the city of Rochester Hills, three 3 days after providing written notice to the contractor may without prejudice to any other remedy, make good such deficiencies and may deduct the cost thereof from the payment due to the contractor plus twenty 20 percent for failure to perform.

A voluntary walkthrough meeting has been scheduled for Thursday, July 30, 2026 at 10:00 am at the Purchasing Department at City Hall. Attendance at the walkthrough is not mandatory.

Questions regarding the proposal must be made in writing prior to Tuesday, August 4, 2026 at 11:30 a. m.

Contact with review committee members, mayor or city council members can result in disqualification.

The proposal due date is August 7, 2026, at 2:00 PM PST. The entire project shall be completed within twenty 20 consecutive calendar days after receiving a written notice to proceed.

The contract documents call for monthly payments based upon the engineers estimate of the work completed. The city will retain five percent 5 of each progress payment as security for completion of the balance of the work.

Contractor shall provide warranty information for doors, hardware, and workmanship. The contract performance bond includes a one year guarantee of all materials and workmanship.

The award of the contract, if made, will be to the lowest responsible bidder, as determined solely by the city.

Qualified contractors are invited to bid. The contractor must possess a current and valid contractors license issued by the state of California and be registered with the Department of Industrial Relations.

If work is not completed within the contract time, the contractor shall pay the agency the sum of five hundred dollars **** for each and every calendar day of delay.

A nonmandatory prebid meeting, followed by a project site walk, will be conducted at 8:30 a. m. on Thursday July 30, 2026, at 420 South Imperial Avenue, Imperial, CA.

Contractor shall provide material samples or digital sample boards, clearly labeled and representative of actual installed appearance. All required options shall be included as part of the base bid.

Questions concerning the proposal should be received no later than 2:00 p. m. Tuesday, August 4, 2026.

Failure by the successful bidder to enter into a contract with the city or to deliver goods and/or services in accordance with the bid may result in a declaration by the city that the bidder is not a responsible bidder, and elimination from consideration in future bidding.
