The bid proposals are due by Thursday, September 30, 2026, by 4:00 p. m. PST, as stated in the RFP document.

The city will select a proposal based on the public benefit provided, the proposing party's potential to complete the project, financial capability, experience, and alignment with key development objectives, as detailed in the RFP.

Proposers must have experience in commercial facilities, possess the financial resources and capabilities to fund the proposed project, and their general development approach and concept for the site must best meet the city's objectives.

Attendance is recommended at the pre-proposal meeting and site walkthrough on Thursday, June 18, 2026, at 9:00 a. m. PST, starting at the lease site, 801 Embarcadero in Morro Bay.

If you cannot agree to the requirements exactly as set forth in the RFP, then please do not submit a proposal.

The statements of qualifications are due by 4:00 PM on May 8, 2026. The project is expected to begin in June 2026 and be completed by August 2026, within sixty to ninety days.

The City will evaluate and rank proposals based on scope understanding (20%), experience (40%), staff quality (20%), and presentation (20%). The City reserves the right to select the proposal that best serves its interests.

Firms must specialize in communication services and infrastructure system design, be properly licensed, staffed, equipped, and financed to perform the work, and demonstrate experience with similar municipal projects.

A mandatory site walk must be conducted by May 1, 2026.

The RFQ does not mention the submission of samples.
