Bids must be received by the UAPB Procurement no later than August 5, 2026, at 11:00 a. m. , CST. Late bids will not be considered late bids, bids enroute, bids left at locations other than the office of procurement by special carrier or other will not be considered if they are not in the office of procurement by or before the time as indicated on this ifb document as bid opening date and time.
Payment will be made in accordance with applicable state of Arkansas accounting procedures upon acceptance of goods and services by the UAPB. All equipment must be new, unused and in good condition. Parts and labor warranty on the entire unit. The contractor guarantees that all items furnished will be free from defects in design, workmanship, and material for a period of one year from the date of delivery, unless otherwise specified. The contractor shall further guarantee that if the items furnished hereunder are to be installed by the contractor, such items shall function properly when installed.

Prospective contractors must unconditionally accept all requirements in the requirements sections of this IFB to be considered a responsive prospective contractor. Past performance with the state may be used to determine if the prospective contractor is responsible. Bids submitted by prospective contractors determined to be non-responsible will be rejected.
Failure to meet the minimum performance standards as specified will result in the assessment of damages. In the event a performance standard is not met, the contractor will have the opportunity to defend or respond to the insufficiency.
Samples or demonstrators, when requested, must be furnished free of expense to UAPB. Each sample should be marked with the contractor's name and address, bid or contract number and item number. If requested, samples that are not destroyed during reasonable examination will be returned at contractor's expense.
Bids that fail to comply fully with any provisions of the specifications and bid documents will be considered invalid and will not receive consideration. Failure to meet performance standards may result in assessment of damages. Failure to comply with confidentiality requirements may be grounds for contract cancellation. Failure to comply with this requirement [not discussing solicitation or bid response with public media] may be the cause for a prospective contractor's bid to be rejected.
