The City of Burlington is seeking construction services for the stabilization of a stormwater outlet off Mount View Court. The project involves extending and rebedding the existing outlet pipe, along with associated erosion control and stabilization measures. An optional bid alternative includes repair to a second stormwater outlet. All work must be completed and billed by September 25, 2026. Proposals are due July 3, 2026. Questions are due June 24, 2026.
All work for the base bid and additive alternative must be completed and billed before September 25, 2026.
The city seeks to make payment within thirty days of receipt of an invoice and any backup documentation. Five percent of the total contract amount due shall be withheld as retainage until final acceptance of the work and receipt of final lien releases.
Contractor guarantees the work performed, and all materials or equipment furnished, to be free from defects in material and workmanship for a minimum period of one year from the date of the city's acceptance of completion.
Proposals shall be ranked based on the following scoring criteria: price: 60 points, qualifications based on references, reputation, experience generally, and experience relevant to the project: 40 points.
Qualified firms must possess the technical expertise, management and staffing capabilities, relevant references, and prior experience necessary to complete the work. A completed prequalification application may be required for projects at or above $100,000.
If the work is not completed by the specified date, the city shall be entitled to assess liquidated damages in an amount up to $500 per day for each business day that the completion of the work is delayed.
The city reserves the right to reject any proposal that is nonresponsive in any manner to this RFPQ or to waive any and all irregularities. Proposals not timely submitted may be rejected.
