The tshirt delivery will be **** days after placement of an order. The period of performance is from the date of the award through 30 October 2026 with an option period for FY2027, FY 2028.

Payment will be made by code. Invoices are to be submitted to the address shown in block 18a unless another address is checked.

Award will be made to the lowest price, quality acceptable, responsible vendor.

Vendors must submit three (3) references of similar requirements with their quote. Past performance references will be utilized to determine vendor responsibility.

Sample t-shirts are required before a quote is accepted. Samples must be shipped prior to the closing of the solicitation, or the offer will not be considered. A tracking number must be provided via email. The government is not obligated to pay for return shipping on sample t-shirts.

Proposals must be submitted by July 16, 2026, at 2:00 PM MDT. Late proposals will not be accepted or evaluated.

Payment terms are net 30. Payments will be made no more frequently than once in a 30-day period, with the exception of district credit card purchases. The district will not pay late or interest charges.

A minimum one-year warranty from the date of acceptance is required for all supplies. Extended warranty options and their coverage must be detailed.

The award will be made to the responsible supplier whose proposal is most advantageous, considering price, past performance, financial stability, and technical capability. A scoring system will be used, with pricing (75 points) and responsiveness (25 points) being key factors.

Vendors must have a proven track record of supplying, servicing, and maintaining point-of-sale systems in K12 food service, with strong references. They must also be able to provide onsite service within 24 hours and image devices to district specifications.

The RFP does not explicitly detail penalties for non-performance, but repeated late or missed deliveries may result in progressive corrective action, including contract termination for cause.

A pre-proposal conference may be held, but it is not mandatory. Live presentations are required for finalists at the Student Nutrition Center.

Proposals that do not comply with RFP requirements, late proposals, or proposals from debarred or suspended suppliers may be rejected.

Proposals must be received by June 17, 2026, at 5:00 pm Pacific Time. Standard order delivery is expected within **** business days after approval.

City shall make monthly payments, based on invoices received, for services satisfactorily performed, and for authorized reimbursable costs incurred. City shall have 30 days from the receipt of an invoice that complies with all of the requirements to pay contractor.

Vendors shall also identify any warranty coverage related to materials or workmanship, including applicable timeframes.

Proposals will be evaluated based on pricing competitiveness (25%), product quality and durability (25%), ability to meet production timelines (20%), vendor experience and references (15%), customer service and ordering process (10%), and value-added services (5%).

Vendors must have at least 5 years of experience providing embroidery and screen printing services, demonstrated ability to handle both small and large orders, and a portfolio of past work.

Failure to meet timelines may be considered during performance evaluations or contract renewal. Failure to meet quality standards, including repeated delays, inconsistent product quality, or deviations from approved pricing, may result in termination of the agreement.

Sample submission is not explicitly mentioned as required in the RFP, but a portfolio of past work, including samples or photographs of previous products, is preferred.

Proposals that do not address the requirements or scope of work, are incomplete, or are not in conformity or compliance with applicable laws may be rejected.

Annual expenditures are anticipated to range from approximately $45,000 to $75,000.

Interested contractors shall submit an overview of proposed solutions and a description of the product their company possesses in accordance with the draft salient characteristics list.

If the requested market research information is not provided, then it will be assumed the entire requirement cannot be met.
