Proposals will be evaluated based on quality of service, availability of resources, staffing, quality of equipment and facilities, fees, cancellation policies, safety and environmental record, company stability and financial capacity, experience, and local presence.
Vendors must be qualified firms with a satisfactory performance record, meet all requirements, not be delinquent in taxes, and not have been debarred or excluded from bidding by any federal agency.
A penalty of not less than **** nor more than $1,**** may be assessed for each customer complaint or other violation not resolved to the satisfaction of the City Manager.
The city reserves the right to make a pre-award survey of any or all proponents' facilities and equipment, with two days advance notice. Failure to allow inspection will be cause for rejection.
Requests for clarification or objections to proposal documents must be submitted in writing via the city's ebid platform on or before July 31, 2026, at 5:00 PM CST.
Disqualification may result from lobbying city officials, misrepresenting or concealing material facts, not conforming to the RFP, being delinquent in taxes, or violating restrictions on lobbying activity.
