The bid will be received until 2:00 p. m. , EST on June 16, 2026, at which time it will be publicly opened.

Unit prices for goods/services shall be quoted net 30 days.

All items shall be guaranteed for a minimum period of one 1 year against defects in material and workmanship, unless otherwise specified.

An award, if made, shall be to the lowest responsible, responsive bidders or best solicitation meeting quality and performance standards.

Default in promised delivery and failure to comply with specifications authorizes the county to purchase supplies elsewhere and charge the difference to the defaulting vendor.

Any protest to a bid award by Sullivan County shall be submitted in writing to the purchasing agent with a copy to the Sullivan County Mayor and delivered not later than seven 7 calendar days from the date of the county's award decision.

Any unauthorized contact with county representatives concerning this proposal may cause the disqualification of the proposer from this purchasing transaction.

The contract period is effective from July 1st, 2026, through June 30th, 2027. Delivery prices per truck must be quoted, and pipe must meet T. D. O. T. requirements.

Payment terms are net 30 days following receipt of the material or service and a correct invoice, unless otherwise stated.

If information, specifications, data sheets, analysis, drawings, etc. , or product samples are requested in this term contract proposal, the responding vendor must enclose/supply the same. Failure to comply will be cause to disqualify the vendor from award consideration.

Any protest to a bid award by Sullivan County shall be submitted in writing to the purchasing agent not later than seven calendar days from the date of the county's award decision.

Failure to comply with the ITB prerequisite, late responses, failure to complete forms, unauthorized contact, failure to comply with sample requests, or obvious mistakes without proper disclosure may result in disqualification.

The bid period begins July 1, 2026, and ends June 30, 2027.

The contract will be awarded in writing to the most responsive and responsible bidder whose bid is the lowest cost. Price will be the final determining factor for awarding the contract.

Potential bidders must meet the following criteria: be able to provide a quality product as specified, offer reasonable pricing, provide dependable delivery of items ordered, and meet specifications and bid conditions.

If the vendor fails to perform or comply with any provision of the contract, Sullivan County may terminate the purchase and consider it a breach of contract. Vendors with poor performance will be notified and given an opportunity to correct problems. Failure to deliver within the specified time or make replacements of rejected items immediately will constitute authority to purchase on the open market to replace the items, and the vendor agrees to reimburse schools for excess costs incurred.

Any protest to a bid award by Sullivan County shall be submitted in writing to the purchasing agent not later than seven (7) calendar days from the date of the county's award decision.

A potential bidder may be rejected for one or more of the following reasons: inadequate or unacceptable product lines, or bid specifications and/or bid conditions not met.

The bid must be received on or before June 11, 2026, by 2:00 PM Eastern Time.

The bid certification states, we guarantee the items to be as specified, delivered to schools and that unloading will be done in the presence of the sns manager or designated person so that quantities, brands, and condition of product may be verified.
