Term contract for plastic culvert pipe for Sullivan County Highway Department, effective July 1, 2026, through June 30, 2027. Bids must be submitted online via BidNetDirect by June 9, 2026, 2:00 PM. Late submissions are not accepted. Unit prices must include all shipping costs. Sullivan County reserves the right to award on a line item or all-or-none basis, or to multiple vendors. Price increases will not be considered until after August 1, 2026. All goods must be free from defects. Failure to comply with specifications or provide requested information may lead to disqualification. Submittals must be signed and notarized. No contact with county representatives is permitted during the solicitation period. Payment terms are net 30 days.
The contract period is effective from July 1st, 2026, through June 30th, 2027. Delivery prices per truck must be quoted, and pipe must meet T. D. O. T. requirements.
Payment terms are net 30 days following receipt of the material or service and a correct invoice, unless otherwise stated.
All items shall be guaranteed for a minimum period of one year against defects in material and workmanship, unless otherwise specified.
An award, if made, shall be to the lowest responsible, responsive bidder or best solicitation meeting quality and performance standards as described in the solicitation documents and whose bid is determined to be in the best interest of the county.
Vendors must submit bids on the provided form, which must be completed, notarized, signed, and returned with the bid. Failure to comply with prerequisites may result in disqualification.
Default in promised delivery and failure to comply with specifications authorizes the county to purchase supplies elsewhere and charge the difference to the defaulting vendor.
If information, specifications, data sheets, analysis, drawings, etc. , or product samples are requested in this term contract proposal, the responding vendor must enclose/supply the same. Failure to comply will be cause to disqualify the vendor from award consideration.
Any protest to a bid award by Sullivan County shall be submitted in writing to the purchasing agent not later than seven calendar days from the date of the county's award decision.
Failure to comply with the ITB prerequisite, late responses, failure to complete forms, unauthorized contact, failure to comply with sample requests, or obvious mistakes without proper disclosure may result in disqualification.
