Sullivan County pays from monthly statements within 30 days of receipt. Payments are made within 30 days of the previous months statement being received in sullivan county finance office.

Proposals evaluated on qualifications, experience, continuity, disaster recovery, references, and compensation. Proposals will be evaluated based on the firms qualifications and experience with similar projects, staff experience and availability, comprehensiveness of ems questionnaire, competitiveness of proposed fees and overall comments from references.

Contractor must have 5 years ESO integration experience, at least 75% revenue from ambulance billing, and 5 current Tennessee EMS billing clients. Contractors must have five 5 years of experience integrating with eso electronic patient care reporting systems.

Unauthorized contact with county representatives may cause disqualification. Any unauthorized contact may cause the disqualification of the proposer from this procurement transaction.

The bidquote will be received by the purchasing agent until 2:00 p. m. , est on wednesday, october 14, 2026.

Payment terms are net 30 following receipt of the material or service and a correct invoice unless otherwise stated in the solicitation document.

Unless otherwise specified by the county, all items shall be guaranteed for a minimum period of one 1 year against defects in material and workmanship.

Sullivan county also reserves the right to award contracts or portions thereof exclusively or to multiple vendors toachieve the best value.

The vendor is eligible for employment on public contracts because no convictions or guilty pleas or pleas of nolo contender to violations of thesherman antitrust act, mail fraud or state criminal violations with an award from the state of tennessee or any political subdivision thereof haveoccurred.

Default in promised delivery and failure to comply with specifications authorizes the county to purchase supplies elsewhere and charge thedifference to the defaulting vendor.

Any unauthorized contact may cause the disqualification of the proposer from this purchasing transaction.

All bidders must be licensed state of Tennessee contractors as required by the contractors licensing act of **** tca title62, chapter 6.

A prebid conference will be held at Sullivan County Blountville Campus, **** Blountville Blvd, Blountville, TN at 10:00am. , Eastern Time, on September 17, 2026.

All questions must be submitted no later than September 29, 2026, by the close of business.
