The agency intends to retain the successful proposer pursuant to a best value basis, not a low proposal basis, considering factors other than cost in making the award decision.

Proposers must be qualified, licensed, and insured entities with extensive bond counsel experience, including knowledge of federal, state, or local laws applicable to bond financing of affordable and market-rate housing development, HUD regulations, Section 504 of the Rehabilitation Act of ****, and the Americans with Disabilities Act.

A preproposal conference is optional and provides an overview of the RFP to assist firms in preparing their submissions.

Proposers must notify the contracting officer in writing within five (5) business days of identifying any issues.

The bid due date and time is Thursday, May 14, 2026, at 2:00 PM ET. The contractor shall fully complete all work within 180 calendar days of execution of the Notice to Proceed.

The agency is responsible for making progress payments, typically at 30-day intervals, based on the percentage of work completed. A 10% retainage will be held on each payment request, which will be returned at the completion of the work.

Bidders must be qualified, licensed, and insured entities. The agency will evaluate each submitted bid to determine if the firm is responsible, meaning they are qualified and capable of providing the required services, including necessary ability, experience, licensing, insurance, and resources.

An optional pre-bid site visit will be held on Tuesday, April 28, 2026, at 10:00 am EST, at Lakeview Plaza, 310 7th Street, Lorain, OH 44052. While attendance is not mandatory, the contractor assumes all risk for site conditions, and failure to inspect will not relieve the awarded vendor of their obligation to furnish all labor and materials required to complete the contract.
