Bidders must be qualified, licensed, and insured entities. The agency will evaluate each submitted bid to determine if the firm is responsible, meaning they are qualified and capable of providing the required services, including necessary ability, experience, licensing, insurance, and resources.
An optional pre-bid site visit will be held on Tuesday, April 28, 2026, at 10:00 am EST, at Lakeview Plaza, 310 7th Street, Lorain, OH 44052. While attendance is not mandatory, the contractor assumes all risk for site conditions, and failure to inspect will not relieve the awarded vendor of their obligation to furnish all labor and materials required to complete the contract.
