Delivery is scheduled for **** days from the order date for all items.

Contractor must provide manufacturer warranty on all provided equipment and supplies for the first year from date of receipt and verification of installation/operation.

Award can be made at a fair and reasonable price that offers the best value to the United States.

All interested parties must also have an active registration in the System for Award Management (SAM) database. Please provide a capability statement as well as any relevant literature addressing your organization's ability to supply the required items.

Onsite vendor installation and training is required and shall be coordinated with the POC.

Assembly and install shall occur within 30 days of delivery to station.

The system, all accessories, and all software shall be covered under the manufacturers warranty and shall include all parts and labor for at least one year following acceptance by the VAMC. The warranty shall include all manufacturer recommended preventive maintenance procedures for its duration.

Prospective contractors shall be registered in the System for Award Management (SAM. gov) database. All Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) shall be verified in SBA at Small Business Search.

Vendor bids that do not include a Cerner compatibility statement directly from the OEM will be discarded from consideration.

The performance period for the BPA is one base year with four option periods, or when the BPA ceiling is reached and warranty timeframes are complete, whichever occurs first. Specific delivery dates will be coordinated with the COR and tribal entity POC.

Invoices are due upon delivery for 30-day prompt pay. Payment requests must be submitted electronically through the Invoice Processing Platform (IPP).

All vending machine functions, capabilities, and equipment are warranted for a minimum of one year. The contractor shall respond to warranty calls within 8 business hours and make necessary repairs within two business days. Replacement of nonfunctional machines must be addressed within three business days.

Offers will be evaluated based on price, past performance, technical capability, and proposal factors. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

The Indian Health Service (IHS) reserves the right to terminate the BPA if the contractor fails to respond to warranty issues after multiple notices. 3 will be deemed the amount of nonresponse incidents for a single callreport.

A site visit is recommended to ensure compatibility with existing facilities. The contractor is responsible for verifying dimensions and utility locations at the installation site and reporting discrepancies before installation.

Failure of descriptive literature to show product conformance to requirements will require rejection of the response. Offers that fail to clearly establish the item(s) offered will be considered nonresponsive.
