Bids must be received by 3:00 PM, August 19, 2026.

The owner shall make partial payment on a monthly basis based on certified estimates, retaining 5% until all work is completed and accepted. Final payment will be made within 90 days after satisfactory submission of all payrolls, material bills, and other costs.

The award of the contract will be to the responsible bidder submitting the lowest responsive base bid.

Each bidder must be prepared to submit within five calendar days of the owners request written evidence of his qualifications for the project, including financial data, previous experience, resources, personnel and evidence of authority to conduct business in the jurisdiction where the project is located.

Liquidated damages of $1,**** per day will be assessed for each day that expires after the time specified for completion.

An optional prebid meeting will be held virtually on July 29, 2026, at 10:00 AM EST.

Protests to award a contract must be in writing and received by the City Manager not later than five business days after announcement of the award or decision to award.

Failure to document and report DBE contacts on the Equal Opportunity Report Statement may be a basis for rejection of the bid as nonconforming. Any changes, erasures, modifications, deletions in the bid form, or alternate proposals not specified in the advertisement for bids may make the bid irregular and subject to rejection.

Bids must be received by the City of Lynchburg, Procurement Division, no later than 3:00 p. m. , local time prevailing August 20, 2026.

The owner shall make partial payment on a monthly basis to the contractor in accordance with the contract documents on the basis of a duly certified and approved estimate of work performed during the preceding calendar month by the contractor, less five percent (5%) of the amount of such estimate which may be retained by the owner until all work has been performed strictly in accordance with the contract documents and until such work has been accepted by the owner. Within ninety (90) days after submission by the contractor of evidence satisfactory to the owner that all payrolls, material bills and other costs incurred by the contractor in connection with the construction of the work have been paid in full, satisfaction of all the requirements of the contract documents, and acceptance of such work by the owner, final payment on account of this contract shall be made.

The award of the contract will be the responsible bidder submitting the lowest responsive base bid on the basis of the sum of the base bid and accepted alternate. Selection of the apparently successful bidder's responsibility will include a serious evaluation of whether the bidder has conscientiously attempted to meet minority and disadvantaged business enterprise goals.

Each bidder must be prepared to submit within five calendar days of the owner's request written evidence of his qualifications for the project, including, without limitation, financial data, previous experience, resources, personnel and evidence of authority to conduct business in the jurisdiction where the project is located. Before the contract is awarded, the bidder submitting the lowest responsive bid must satisfy the city that it has the requisite organization, capital, equipment, ability, resources, personnel, management, business integrity, and at least five years experience in the type municipal work for which it has submitted a bid.

Contractor shall pay **** for each day that expires after the time specified for completion. If the contractor is subject to liquidated damages, the city has the right, but not the obligation, to withhold the liquidated damages from the contractor's regular payments or retainage.

An optional onsite pre-bid conference will be held at 10:00 a. m. on Tuesday July 28, 2026. Site walkthrough to follow.

Protests to award a contract shall be in writing and shall be delivered so that it is received by the City Manager not later than five (5) business days after announcement of the award or decision to award, whichever comes first. Otherwise any such protest shall be deemed to be waived.
