The bid submittal deadline is April 23, 2026, at 3:00 PM EST. The contract is for three years with an option to renew for an additional two one-year contracts.
The bid notice mentions that bidders must provide the appropriate discount percentage that would apply, if applicable, to prompt payments and the number of days 360 Management must make those prompt payments to be able to take advantage of the discount. Invoices are submitted to the finance department with itemization of labor and materials used, and the authorized requestor inspects work as completed prior to signing off to authorize payment against the contract.
The bid notice states that 360 Management reserves the right to reject any and all submitted bids or to waive any informality in the solicitation process. It also mentions that 360 Management reserves the right to award the contact to one or more contractors in the best interest of 360 Management Group.
Contractors must be licensed in the state of Connecticut, employ NICET certified technicians, maintain adequate insurance coverage, operate ULListed monitoring services, and demonstrate experience with multiproperty residential portfolios.
The notice states that if a contractor fails to perform services within the specified timeframes, it must constitute a default. Default in promised completion date without 360 Management Group approval or failure to meet specifications authorizes the authority to purchase supplies, equipment or repair services elsewhere and charge the full increase of all costs associated to the defaulting contractor. The EPA may seek penalties of up to $37,500 per violation, per day for contractors performing renovation, repair projects without lead RRP certification.
A pre-bid conference is scheduled for April 7, 2026, at 9:30 AM EST via videoconference. Attendance is not mandatory but is recommended. Prior to the addition of any property, the contractor may be required to perform a site assessment.
Bid protests must be submitted within ten 10 days of the award of contract by the authority. Protests should include the name, address, and phone numbers of the protestor, solicitation number and project title, a detailed statement of the basis for the protest, supporting evidence or documents, and the form of relief requested.
