The City of Rockville, Maryland is seeking a cloud-based Software as a Service (SaaS) solution for Americans with Disabilities Act (ADA) compliance and tracking. The software should support self-evaluation, transition planning, and grievance tracking for physical property. Proposals are due by 2:00 PM EST on April 30, 2026. Technical and contractual questions are due by April 20, 2026. The award will be made to the qualified offeror with the highest weighted score combining price and technical qualifications. The contract term is anticipated to be one year, with potential for four one-year renewals. Bidders must be qualified to contract in the state of Maryland and provide their US Treasury Department Employer Identification Number. Electronic payments will be issued to awarded vendors. All proposals must be submitted electronically via the City's collaboration portal. Additional required forms include an Execution of Offer, Non-conviction Collusion Affidavit, and Respondent's Questionnaire.
Proposals are due by 2:00 p. m. EST on April 30, 2026. Proposals received after this date and time will not be considered.
The City will compensate the contractor in the form of either lump sum payment upon completion and acceptance of the work or monthly progress payments. Electronic payments will be issued to awarded vendors.
The contractor guarantees that the items conform to the design and specifications and to drawings, samples or other descriptions referred to in this document. The contractor further guarantees the items will be free from defects in materials and workmanship, latent or patent and are suitable for the intended purpose as far as the contractor knows or has reason to know. The guarantee contained herein shall remain in full force and effect for a minimum of one year after initial delivery to the City unless another effective period is specified.
Award will be made to the qualified offeror obtaining the highest weighted score combining price and technical qualifications.
In order to be considered, the firm must meet all of the minimum requirements outlined in the RFP, including providing proof of qualifications by furnishing copies of letters, certificates, etc. as applicable. The proposer shall also provide evidence of its services capabilities, including process, functional and technical expertise, and qualifications of more than three years providing SaaS cloud-based system and testing services.
The contract may be cancelled or annulled by the City in whole or in part by written notice of default to the contractor upon nonperformance or violation of contract terms. In the event of a security breach, the vendor is financially responsible for any data breach.
