The Housing Authority of New Haven (HANH) is seeking qualified contractors to provide vacancy unit turnover services. This includes deep cleaning, minor repairs, and painting for residential apartment units. Bids must be submitted electronically by June 1, 2026, at 3:00 PM EST. All questions must be submitted in writing by May 25, 2026, at 12:00 PM EST. Addenda will be posted on the vendor portal and must be acknowledged. The bid must remain valid for 120 calendar days. HANH reserves the right to negotiate bid prices and reject any or all bids. Bid protests must be submitted in writing within 10 days of contract award. Prevailing wage rates apply.
The bid submittal deadline is Monday, June 1, 2026, at 3:00 PM EST. All work is to be completed within forty-five (45) days of approval to start the work.
The contractor shall provide warranty information for workmanship, if applicable.
The contract will be awarded based on the best interest of the authority. HANH will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to HANH, cost or price and other factors, specified elsewhere in this solicitation, considered.
The contractor must have the necessary resources, facilities and the ability to service the requests of Elm City Communities.
The bid notice does not require sample submission.
Protests against the terms of the solicitation must be made prior to the due date of solicitation. Bid protests must be submitted within ten (10) days of the award of contract by the authority.
Bids will be rejected if the addendum is not timely submitted as stated. Price bids that are inconsistent with the HANH-CCC cost-price analysis may be deemed nonresponsive.
