Alcohol Meter/Digital Density Meter - TABC seeks to enter into a contract with a qualified Vendor to provide one ( 1) Alcohol Meter/Digital Density Meter laboratory equipment system as well as any supporting equipment, system training, implementation, and/or warranty. The awarded Vendor shall be responsible for the delivery of the Scope of Work ( SOW incorporated herein). TABC intends to award one or more Contracts pursuant to this Solicitation.

The TABC seeks to achieve full contract delivery by December 31, 2026. The vendor must ensure product availability and provide an estimated delivery timeline for the instrument and all software and supporting equipment. The vendor must manage all shipping activities, including packaging, transportation, and coordinate delivery to TABC headquarters at **** Mesa Drive, Austin, Texas 78731. The vendor will ship the instrument via a bonded carrier and must provide tracking details upon shipment. The vendor must notify TABC in advance of any delays in product availability, shipment, or installation schedules and provide updated timelines.
The vendor shall invoice instruments and equipment separately from services. The vendor will submit invoices within two (2) weeks following completion of services or delivery of equipment. All invoices shall comply with applicable TABC standards and requirements.
The vendor shall provide warranty coverage and offer service plan options. The instrument and all associated equipment have a minimum service life and operational longevity of ten (10) years. The vendor shall offer support services for the life of the instrument, software, and all associated equipment. Documentation detailing the scope, limitations, and terms for the warranty must be provided. A comprehensive breakdown of services and full cost structure for all offered service plans must be provided. Access to certified engineers for troubleshooting and technical support related to the instrument and its software is required. Instrument and equipment maintenance and repairs must be performed by technicians who are certified to work on the instrument. All replacement parts must be manufacturer-approved and covered by the manufacturer's warranty. All software training, updates, maintenance, and support services shall be performed by technicians certified to operate and support the instrument's software. Priority status for technical support and corrective maintenance visits is required, with a response time for corrective maintenance visits within 3 days. An onsite appointment must be scheduled within one week for any issue that remains unresolved after technical or virtual support has been attempted. Software and firmware updates upon request are required. A ticketing system to submit, track, and manage reported issues through resolution must be provided.
Solicitation responses shall be evaluated uniformly and scored in accordance with the following criteria: cost (40%), instrument capability, accessory equipment, and supplies (30%), warranty and support terms (5%), training (5%), product availability and delivery schedule (10%), overall clarity and quality of response (5%), and virtual demonstration (5%). The TABC is not obligated to accept the lowest-priced response but shall make an award to the respondent that, in the sole judgment of the TABC, provides the best value to the state of Texas.
Respondents must meet the minimum qualifications listed: a respondent must have recently been in business for a minimum of five (5) years, or the principals/owners must have had recent ownership/executive management experience in a previous company that provided alcohol density/digital density meters or similar equipment and services for a minimum of five (5) years for the last seven (7) years. Respondents must have demonstrated experience in providing alcohol density/digital density meters or similar services. Respondents must provide a referral list of clients, with contact information for feedback on the company's services and performance. Respondent must be financially solvent and adequately capitalized. TABC may require audited or unaudited financial statements for the last two (2) years and/or a Dun and Bradstreet report as proof of respondent financial solvency. Respondent must be authorized to do business in the state of Texas. Respondent should meet requirements within the scope of work herein as article II subsection 2. 1.
The TABC may make site visits to any or all respondents. The TABC will notify selected respondents of the time and location of any planned site visits. Failure to permit or participate in the site visit may eliminate the respondent from further consideration. The TABC is not responsible for any costs incurred by the respondent in preparation for any site visit.
Respondents must provide samples of at least three (3) other projects of similar complexity. Failure to document comparable projects may result in disqualification.
Respondents must notify the TABC POC of any ambiguities, conflicts, discrepancies, exclusionary specifications, omissions, or other errors noted in the solicitation. Such notifications, as well as all questions, must be received by the TABC by the deadline for questions in the schedule of events in section 3. 1.
Failure to submit all required documents in the required formats and properly labeled, may result in disqualification of the response without further consideration. Failure to participate in a requested oral presentation may eliminate a respondent from further consideration. Failure to permit or participate in a site visit may eliminate the respondent from further consideration. Failure to provide all required information regarding litigation and contract history may disqualify respondent. Failure to identify actual and potential conflicts of interest may result in disqualification of a solicitation response or the termination of any contract awarded pursuant to this RFP.
The total compensation for services in the SOW, including any extensions, shall not exceed $135,****.
