The contractor shall furnish and deliver containers to all HCC facilities within five (5) working days after receipt of a written notice to proceed.

The awarded vendor shall only be paid for products/services as they are delivered to HCC in accordance with an authorized purchase order, and receipted invoice.

The contractor warrants that all services performed under this contract will be free from defects in workmanship and conform to the contract requirements for a one-year period from the date of acceptance.

Proposals will be scored on a basis of 100 points, with available points for Firms Qualification and Experience (15), Demonstrated Qualifications of Personnel and Team (20), Proposed Approach and Methodology (20), Past Performance References (10), Price Proposal (40), and Small Business Practices (15).

Proposers must be an active business in the solid waste disposal and recycling industry for at least 3 years or have at least seven years of waste disposal/recycling experience, and possess sufficient fleet and equipment.

The successful contractor may be disqualified on account of formal enforcement action by the EPA or TCEQ, or more than three violations in the last year by the DOT or Texas Department of Public Safety.

A non-mandatory in-person face-to-face pre-proposal meeting will be held at HCC Administration Bldg. , **** Main Street, Houston, TX **** on August 13, 2026, at 2:00 p. m. local time. The contractor is also encouraged to tour campuses on their own.

The deadline to receive written questions/inquiries is August 18, 2026, by 5:00 PM local time.

The successful contractor may be disqualified for formal enforcement action against the contractor or its subcontractors, or for more than three violations in the last year by the contractor or its subcontractors.

HCC estimates the annual contract spend to be $180,****.

The submittal due date is June 23, 2026, at 2:00 PM local time.

Pursuant to Texas law, payment terms shall be net thirty 30 days.

Statement of qualifications will be evaluated using the following criteria: Firms qualification and experience (30 points), demonstrated qualifications of personnel and team (30 points), past performance references (35 points), and small business practices (5 points).

Proposers must have a minimum of five 5 years of experience providing government relations, legislative consulting policy advisory, or related professional services. The proposer shall demonstrate experience working with Texas legislative, governmental, regulatory or higher education environments.

Any potential vendor, subcontractor vendor, service provider, respondent, offeror, lobbyist or consultant who engages or attempts to engage in prohibited communications shall not be eligible for the award of any resulting contract under this solicitation.

Strictly forbidden communication with anyone other than the assigned procurement officer may result in disqualification. Engaging in prohibited communications or attempting to unduly influence competitive purposes will disqualify respondents.
