This will be a qualifications based selection (QBS) process. his will be a qualifications based selection qbs process.

All engineering work is to be performed by or under the direct supervision of a registered professional engineer licensed in Rhode Island. Firms must have at least 8 years of experience in coastal dune restoration, stormwater, drainage, and water quality design, and have completed at least three projects of similar scope within the last five years. all engineering work is to be performed by or under the direct supervision of as allowed by law a registered professional engineer who is currently licensed to practice in the state of rhode island.

Any respondent taking exception to the provisions must make them known in writing by July 13, 2026. any respondent taking exception to, or questioning any of the provisions, procedures, conditions or specifications herein stated should make such exceptions known to the undersigned, in writing, by july13, 2026.

Failure to comply with the requirement to disclose prior contract failures, litigation, or investigations will disqualify any RFQ. failure to comply with the terms of this provision will disqualify any rfq.

Sealed submittals will be received at the Town Finance Office, 93 Narragansett Avenue, Jamestown, RI, until 2:00 p. m. , EST, June 30, 2026.

Award will be made to the respondent offering the most suitable qualifications, based on company qualifications and experience (max 25 points), personnel qualifications and availability (max 25 points), project understanding (max 20 points), performance record of firm (max 15 points), and cost evaluation (max 15 points).

New England experience is preferred.

Any respondent taking exception to the provisions, procedures, conditions, or specifications must make such exceptions known in writing by June 23, 2026.

Failure to completely execute and submit required documents before the submittal deadline shall render an RFQ nonresponsive. Failure to comply with the noncollusion affidavit provision will disqualify any RFQ. The Town reserves the right to reject RFQs from respondents who previously failed to perform adequately or are in default on payments to the Town.
