The contract end date is August 31, 2027. The deadline for submission of solicitation responses is August 6, 2026, at 5 p. m. CT.

TWDB will make an award on the basis of best value, considering price and the extent to which the proposal meets or exceeds the requirements and specifications. The evaluation criteria include technical proposal with schedule (40 points), team qualifications and experience (25 points), entity's past relevant experience and government contract experience (20 points), and price (15 points).

Respondents must demonstrate at least 10 years of experience in project management of advanced scientific studies and technology transfer, 3 years of experience with TWDB databases and GIS subsurface mapping, and 10 years of experience with the hydrogeology of the project areas. Licensure is required as a minimum qualification for personnel performing the work.

If a selected contractor breaches its obligation to provide deliverables in accordance with the schedule, the contractor agrees to pay TWDB **** per day for each day of delay as liquidated damages.

Failure to clearly demonstrate compliance with minimum qualifications, failure to periodically check the eSBD for addenda, incomplete or late responses, and failure to abide by page limitations may result in disqualification.

Responses must be received by TWDB by July 3, 2026, at 5:00 PM CT.

The evaluation committee will determine best value by applying criteria including understanding of the statement of work, competence, knowledge, past performance, pricing, ability to meet requirements, and deliverables.

Respondents must have a minimum of three years of experience managing similar projects, experience with audiovisual equipment and online meeting platforms, and experience providing premium-level customer support.

Failure to periodically check the ESBD for addenda, incomplete/late responses, or failure to return required items with the response may result in disqualification.

The maximum total project cost will not exceed $98,000 over the two-year period.

The project timeline includes submitting a list of potential systems by November 30, 2026, beginning line locating work by December 30, 2026, and project closeout by August 31, 2027.

The award will be made on the basis of best value, considering criteria such as knowledge of water resources, utility systems, planning, geolocation of assets, experience with mapping software, rural water systems, asset management, consulting contracts, field identification, project management, team capacity, quality control, and the number of systems anticipated to be awarded work.

Respondents must demonstrate a minimum of 5 years of experience in water resources, utility systems, planning, and geolocation of assets, and successful completion of at least 5 similar projects. Key personnel must have a minimum of 5 years of relevant experience.
